To the left - a profile portrait of Alexander I, lower - the facsimile signature of the Emperor, to the right - the Coat of Arms of the Russian Empire, lower - the inscription in 12 lines: "МАНИФЕСТЬ "ОБЪ УЧРЕЖДЕНИИ МИНИСТЕРСТВЪ". ...СIИ СУТЬ СЛЪДУЮЩIЯ: 1.
