It was made at the San Carlos naval factory in Cadiz for machines tests.
The lettering means Sociedad Española De Construción Naval (Spanish Shipbuilding Company), with letters E and D entangled like a letter Eth.
Reverse
Text in 8 lines meaning "Tests of the minting machines built by San Carlos Factory 1948"
